Rules & Regulations
- Users must leave their bags and other belongings outside the library. Only notebooks, laptop and papers are allowed inside the library. Library staff will not be held responsible for the loss of any personal belongings of users.
- Strict silence to be maintained in the library.
- Consumption of food and drinks is strictly prohibited inside the library.
- Use of mobile phones is permitted in silent mode only. The mobile conversation is not allowed inside the library.
- Users are encouraged to use the computers kept inside the library for accessing the library catalog, e-journals, e-books, and research databases. Laptop can only be used in the designed place in the library for academic/research purpose only.
- Online chatting/dating, browsing of social networking sites, playing games is strictly prohibited.
- Mutilation of books in any form (E.g.: underlining, writing on pages, tearing off pages, damaging the binding etc) will lead to a hefty fine or even replacement of the book.
- Patrons are not allowed to share their e-resources access User Id/password with others.
- Patrons should get a user Id and password to reserve, renew and to check the details of books borrowed by them. Up to five books can be reserved (hold) at a time, and once the reserved book is available in the library, users will be notified by an auto-generated email.
- Users should not remove/unplug computer cables or connections, network cables and other peripherals or accessories in the library.
- Any personal hardware like keyboard, mouse etc are not allowed inside the library.
- Users should obey copyright regulations while accessing online resources (e-books, e-journals, databases etc.). Details of the e-resources subscribed by the institute are available on the library website, which can be accessed from any computer, laptop, smart phone etc connected to the CMD network.
- Members have the privilege of direct access to the shelves in the stack rooms and the reading hall and the freedom to browse among the books. It is important that the classified arrangement of the book according to the numbers is maintained in the shelves for the convenience of the members themselves. While therefore book can be freely taken out of the shelves, on no account should they be reshelved by the members because of danger of misplacement. Such books may be handover to librarian.
- For better use of the library, users can have help of the Library staff.
- The seats are to be used on the first come first served basis. Capturing or reserving seats for friends/future use is strictly prohibited. Others may remove use unattended seats.
- Users should not rest or keep their feet on tables, chairs, shelves etc.
- Users must obtain the no due certificate from the library before leaving from the institution. Users should submit their no dues clearance form well in advance to avoid unexpected delay in obtaining the clearance. Duplicate clearance certificates/Non liability certificates will be issued only on payment of Rs. 20/- as service charge.
- Faculty or concerned person should submit a PDF copy of any documents published by CMD (Annual reports, projects/work study reports, Research papers etc) to the librarian on time.
- Users should obey the library rules and regulations. Violation of rules and any act of misbehavior will be brought to the notice of the organization authority and will lead to intense disciplinary action.

Membership and Admission to the Library
- Admission to the library is restricted to registered members. But others who are desirous of consulting books in the library may do so with the permission from the librarian/director. Permission can be refused without assigning any reasons.
- Only faculty, non-teaching staff, ex-faculty of CMD and members of other recognized institutions are the registered members of CMD library. Registered members are only allowed to use all the library services.
- Registered members should get RFID cards from the library. Members should produce the library membership card at the entrance of the library.
- A duplicate RFID card will be issued on payment of Rs. 150/-
- Application for membership is to be made on the prescribed form obtainable from the library. A passport size photo should be produced along with the application form.
- Application of members of other institutions shall be recommended by the Heads of their parent institution. Application of all others shall be recommended by the Director of CMD.
- Registered members should pay membership fee and membership deposit at the time of admission. The membership deposit will be refunded on the closure or withdrawal of membership and after all dues have been paid and the RFID card issued has been returned.
- Membership fee and membership deposit of registered members are as:
- Faculty members - Rs. 100/- as membership fee and Rs. 1000/- as membership deposit.
- Non-teaching staff - Rs. 100/- as membership fee and Rs. 500/- as membership deposit.
- Ex faculty of CMD, Members of other institutions – Rs. 100/- as membership fee and Rs. 3000/- as membership deposit
- Project staff in CMD can use library resources only for reference. They can issue any documents from the library only with the permission letter from the concerned faculty. Concerned faculty member is responsible for the documents issued to project staff.
- Non-members who are desirous of consulting books, journals, theses etc in the library will get a temporary membership with the payment of Rs. 20/day as consulting fee. Non members can only use the library resources for reference. Reference service, Photocopying service (Rs.1/page), e-resources access facilities are also provided to non-members.
Circulation
- Registered members are eligible for borrowing books from the library as:
- Faculty - 6 books (including reference collections) for a period of 1 month
- Non-teaching staff - 2 books for a period of 15 days
- Ex faculty and members of other institution - 2 books for a period of 1 month
- Library reserves the right to recall any issued books even before the due date.
- The reference collections (including loose issues of periodicals) shall issued only to faculty members of CMD.
- Borrowers must satisfy about the physical condition of the books before borrowing otherwise they will be held responsible for any damage later or at the time of return.
- Books in demand may not be renewed.
- Patrons can reserve books at the circulation counter in case they are already issued.
- The librarian may fix a shorter period of loan for a book that is in great demand.
- One time renewal is possible for all registered members.
- The borrower will have the responsibility of renew/return the borrowed books on time without fail.
- Photocopying of library books and journals may only be carried out within the copyright regulations.
Inter Library Loan
- The borrowing institution or library shall make their own arrangement for receiving and returning the books from the library. The borrowing institution should have the responsibility of paying the transportation charges.
- When the books are obtained on inter-library loan for the members of the library, the expenditure on postage both ways shall be met by the members concerned.
Overdue charges/Fine
- The library will send auto generated emails to the borrowers who retain books beyond the period of loan, but the non-receipt of reminders shall not be a reason against the recovery of overdue charges.
- An overdue charge of Rs. 1/Volume/day shall be levied if the book is kept beyond the period of loan.
- No other books will be issued until the dues have been cleared.
- Members against whom books are outstanding for more than three months shall not be entitled to borrow books until all books have been returned and all dues have been paid. The retention of a book beyond a period of 6 months from the date of issue without any satisfactory explanation for doing so may lead to the cancellation of membership.
- Recovery against loss of book is as follows
- The borrower is made to replace the book lost by a copy of the same or a latest edition. If the borrower fails to replace the lost book is liable to pay the fine as per the following criteria:
- If the books are published before 1946, fine may be the ten times of cost of books entered in the stock register.
- If the books published between 1946 and 1970, fine may be the six times of cost of books entered in the stock register.
- If the books published after 1970, fine may be three times of cost of books entered in the stock register.
- Before borrowing a book/leaving the counter users should ensure the condition of the book and bring to the notice of the library staff, if any mutilation is found. Otherwise he/she shall be held responsible for any damage discovered afterward.
- Users mutilate library books are liable to replace it with its latest edition along with a penalty of 20% of the total cost of the book. If the book is part of a set or series/volume, they may be called upon to replace the whole set. If the mutilate book is untraceable in the market or out of print, the user need to pay the fine as lost book. They are liable to pay overdue charges up to the date on which the loss was reported along with the fine.
- If the book reported as lost is later found out and returned, then overdue charges will be levied from the due date to date of return.
- Failure to clear all outstanding dues within six months may result in the forfeiture of membership.
